Have consent from anyone you want to fly above

Just as you require consent from a property owner to operate on or over their land, you are also required to gain consent from people to fly overhead of them.

Operating your RPAS overhead a person(s) presents a hazard to them in the situation of a mechanical failure or flat battery etc. In the process of gaining consent from someone you should also convey to them the associated danger of doing so. This enables that person to make a calculated decision to accept the risk or not.

In the case where gaining consent from each individual is not possible or impractical, such as large gatherings in public, could be an indication that a part 102 certificate may be necessary.
